Statute of the Revolutionary Commune Councils in Europe

On Structuring

1) The most authoritative organ of RCCE is congresses.

A– Congress elects the executive and authorizes the executive to manage RCCE.

B– The executive chooses its co-spokespersons. One of the co-spokespersons must be a woman.

C– The executive authorizes co-spokespersons to convene and manage the executive.

D– All decisions in the executive are made according to the voting procedure.

E– RCCE consists of the components of city councils. City councils elect their own executives in their congresses, and executives elect their own co-spokespersons. The elected co- spokespersons are automatically members of the national councils.

F– National councils are naturally the upper body of the city councils. National councils also elect to conduct their own congresses. The elected executive also chooses its own co- spokespersons. The selected co-spokespersons are also automatically members of the European council.

G– City and national councils are characterized by the names of the cities and countries in which they are located. Like the Revolutionary Commune Council of Braunschweig (RCCB). National councils are also characterized by country names. Like the Revolutionary Commune Council of Germany (RCCG)

H– In RCCE, if two-thirds (2/3) of the majority of the members is achieved, the members can
dismiss the executive.

I– National councils constitute the European council. The European council, on the other hand,
is called the Revolutionary Commune Councils in Europe (RCCE).

İ– RCCE congress is held every one and a half (1, 5) years under ordinary conditions. If the 1/3
(one-third) majority of the members demand it, an extraordinary congress is held.

J– Organizational and political positive discrimination and quota system are applied to women
and LGBTIQs. In the quota system, the principle of at least fifty percent is applied.

2) Membership law in RCCE is carried out as follows:

A– Anyone who is not fascist, non-reactionary, adopts the program and the guideline as a basis, pays their dues, organizes and works in city councils can become a member of RCCE.

B– Everyone who has gained membership status in RCCE has the right to vote and be elected.

C– Everyone who deserves membership status, has the right to express their opinions and to criticize within the framework of revolutionary norms.

3) Crime and Punishment at RCCE

A– Any behavior that violates democratic and revolutionary moral rules is considered a crime. Gambling, using and dealing drugs are illegal as well as crimes. Any kind of inside or outside behavior that can be considered lumpen is a crime. Counter-revolutionary attitudes and behaviors, such as leaking information to the enemy, are crimes. Harassment and rape are crimes.

B– The penalty for each crime is different. Some crimes require immediate and severe punishment, even if they are committed once. Sexual assault against women and collaboration with the enemy are punished in the harshest way.

Penalties

A– Warning penalty, by authorized units.

B– Condemnation, in the council.

C– In case of continuation of the above provisions, membership relations are suspended.

D– All relations with RCCE, including the assembly to which it is affiliated, are terminated and expelled.

4) Financial

RCCE provides its finances mainly from member fees and donations. All expenditures are made under the supervision of city councils and executives elected by the national councils. In the event of possible dissolution at the central and local levels, the assets of the institution are transferred to another institution serving the public interest.
